Legislative Update
REALTOR® Friendly Candidates Advance in California Primary Election
The real estate industry fared well in last week’s primary elections.
Most of the candidates supported by the California Real Estate PAC (CREPAC) will advance to the runoff in November. While only a second-place finish was necessary to advance, almost all the candidates supported by CREPAC (more than 90 percent) came in first in the vote tally from last Tuesday. CREPAC supported more than 150 candidates for State Assembly, State Senate, and statewide office.
At the top of the ticket, CREPAC-supported, gubernatorial candidate, Democrat Xavier Becerra has emerged as the top vote getter and will face Republican challenger, Steve Hilton, in the November runoff.
Election officials are still tallying votes, and the election will not be certified until July 10.
Support from CREPAC is directed to candidates for public office who understand the importance of REALTOR® issues and who will take positions on those issues that help promote the cause of housing and private property rights.
Voters Not Enamored with Local Taxes
The California Taxpayer's Association (CalTax) reports early returns from this week's local elections suggest affordability and cost-of-living concerns remain a top priority for California’s electorate. This sentiment is demonstrated by opposition to new taxes and bonds.
CalTax reports that less than half (42 out of 95) of the local ballot measures are likely to pass, representing approximately 44 percent approval statewide and $271 million in tax increases, cumulatively.
Of the 53 remaining measures, 32 appear to have failed, and 21 are too close to call based on the early results posted by county elections officials.
Highlights include failure of Measure A, a vacant property tax proposal in the city of San Diego, which appears to be failing with only 42.31% yes votes. Measure E, a parcel tax in the city of Oakland, also appears headed for defeat with only 46 percent yes votes.
Results are preliminary as election officials continue to tabulate.
How C.A.R. Policy Becomes Law
C.A.R. has released a new animated explainer video designed to help members better understand how C.A.R. develops and advances policy on behalf of REALTORS® and homeowners across the state. The video uses a fun sing-song format to break down the legislative process in an engaging and easy-to-follow way.
The video walks viewers through the full journey of how an issue impacting REALTORS® can ultimately become state law. From local association resolutions and leadership direction to responsive action on emerging legislative issues, the video highlights the different ways policy ideas are introduced and evaluated within C.A.R.
Members will also get an inside look at the organization’s policy approval structure, including the role of Policy Committees, Legislative Committees, the Executive Committee, and the Board of Directors. Once policy is approved, the video explains how C.A.R. works with legislative authors and REALTORS® throughout California to advocate for bills in Sacramento.

Market Update
Last week’s strong jobs report is welcome news for the economy, underscoring a labor market that remains more resilient than expected. But that same strength also complicates the mortgage rate outlook, as solid hiring could keep Treasury yields and borrowing costs elevated in the near term. While easing inflation expectations and steady employment offer reasons for cautious optimism, rates may remain volatile before any relief emerges later in the year. Read the full weekly report here.

“Inflation climbed sharply in May, pushing the Consumer Price Index to its highest annual reading in over a year and all but confirming that the Federal Reserve will hold rates steady at next week's meeting.
The Consumer Price Index for All Urban Consumers (CPI-U) rose 0.5% on a seasonally adjusted basis in May, according to data released Wednesday by the US Bureau of Labor Statistics (BLS). Over the past 12 months, the all-items index climbed 4.2%, up from 3.8% in April and the highest 12-month reading since April 2023. Energy prices drove the bulk of the monthly increase, accounting for more than 60% of the total gain.” Read this article from mpamag here.
